When are parking rules and regulations enforced and what are they?

Omaha Campus Parking Rules and Regulations

 

Parking regulations apply 24 hours a day, 7 days a week, 365 days a year. Staffing limitations may prevent every violation from being observed and cited.

Permits are required at all times unless otherwise authorized by Parking Services. Short-term permits and a variety of parking permissions are available through the JayPark Portal based on an individual's affiliation with the University.


Definitions

Academic Year
The period beginning August 1 and ending July 31.

University Property
All University-owned, leased, managed, or controlled parking lots, garages, roadways, sidewalks, and grounds.

Permit Holder
The individual to whom a parking permit is issued.

Visitor
Any individual who is not a currently enrolled student, employee, contractor, vendor, or permit holder of the University.


Section 1: Permits

1.1 Permit Requirements All vehicles parked on University property must be registered through the JayPark system and display a valid permit when required for that permit type. A parking permit grants authorization to park in designated areas when spaces are available but does not guarantee a parking space.

1.2 Eligibility and Payment Parking permits may only be purchased when all outstanding citation balances have been paid in full. This requirement applies to employees, students, contractors, and visitors.

1.3 Lost, Sold, or Stolen Vehicles

  • Permit decals should be removed and retained when a vehicle is sold or otherwise transferred.
  • A lost permit must be reported through a Permit Replacement Form submitted via myServices. A replacement fee of $50 will apply.
  • Permit holders whose vehicles are stolen or declared a total loss may receive a reduced-cost replacement permit upon submission of an insurance report or police report.

1.4 Permit Holder Responsibility The permit holder is responsible for all citations associated with their permit, regardless of the vehicle, license plate, or individual operating the vehicle.

1.5 Permit Authorization Only Parking Services is authorized to issue parking permits or provide parking privileges. Handwritten notes, verbal authorization, or unauthorized documents are not valid.

1.6 Fraudulent Permits The use, display, alteration, duplication, theft, sale, transfer, or counterfeiting of a parking permit may result in citations, loss of parking privileges, disciplinary action, restitution, suspension, termination, or criminal prosecution.

1.7 Proper Display Permit decals must be affixed to the inside lower passenger-side corner of the front windshield. Temporary permits must be displayed face-up on the dashboard and remain clearly visible from outside the vehicle.

1.8 Updated Information Permit holders are responsible for maintaining accurate vehicle, license plate, and contact information within the JayPark system. Previous vehicle information may remain in the system for historical purposes but shall not be used for active parking privileges.

1.9 Permit Validity by Zone Permits are valid only in the parking lots, garages, and areas designated for that permit type, as indicated by posted signage and Parking Services publications.

1.10 Refunds and Cancellations Parking permits must be physically returned to Parking Services before permit charges will cease. No refunds will be issued after January 31 for student permits or for temporary absences. Exceptions for extended absences must be approved in advance by Parking Services.


Section 2: Parking Practices

2.1 Prohibited Areas Parking is prohibited in the following locations:

  • Fire lanes
  • Within 15 feet of a fire hydrant
  • Drive lanes or access lanes
  • Areas marked "No Parking"
  • Turf, grass, landscaped areas, or sidewalks
  • Loading docks without authorization
  • Spaces reserved for visitors, executives, Jesuits, departments, or service vehicles
  • The East Lane adjacent to the Harper Center, except for active passenger loading and unloading while remaining with the vehicle

2.2 Accessible Parking A valid University parking permit and a valid state-issued accessible parking placard or license plate are required to occupy an ADA-accessible parking stall. Parking within striped access aisles or designated egress areas is prohibited.

2.3 Additional Parking Guidelines

  • Employees and students may not park in visitor parking stalls unless specifically authorized.
  • Motorcycles parked at bicycle racks are not required to display a permit.
  • Motorcycles occupying a parking stall must have a valid permit.
  • All motorcycles parked on campus should be registered in JayPark.
  • A valid University ID and parking permit may be required for garage access.
  • Parking restrictions remain in effect year-round unless otherwise indicated.

2.4 Stall Use Vehicles must be parked entirely within a single marked parking stall. Oversized or improperly parked vehicles may be cited unless prior approval has been granted by Parking Services. This includes, but is not limited to, RVs, trailers, buses, and limousines.

2.5 Access Control

  • Barriers and gate arms are present in some University parking locations to restrict unauthorized access.
  • An open gate does not constitute authorization to park.
  • Malfunctioning barriers or gate arms should be reported immediately to Parking Services or Public Safety.
  • Tampering with barriers, gate arms, or access-control equipment may result in citations, disciplinary action, restitution, and/or criminal prosecution.

2.6 Special Circumstances

  • Only authorized personnel may access loading docks.
  • Events, construction, maintenance activities, emergencies, or operational needs may temporarily affect parking availability.
  • Permit holders may be directed to alternate parking locations during these circumstances.
  • If a preferred parking location is full, the permit holder must park in another location authorized by their permit.

2.7 Outstanding Balances Failure to pay parking citations or fees may result in registration holds, graduation holds, suspension of parking privileges, or denial of future permit purchases.

2.8 Credit Disputes Fraudulent or knowingly inaccurate disputes of parking-related charges may result in suspension of parking privileges for up to six (6) months.

2.9 Instructions from Parking Services Vehicle operators must comply with all instructions issued by Parking Services, Public Safety, posted signage, barricades, traffic-control devices, and temporary parking notices. Failure to comply may result in citation, immobilization, towing, disciplinary action, or loss of parking privileges.


Section 3: Enforcement

3.1 Immobilization Vehicles not associated with a registered permit holder or campus affiliate that accumulate three (3) citations during an academic year may receive an Immobilization Warning. Upon issuance of a fourth citation, the vehicle may be immobilized and assessed applicable fees.

3.2 Towing Policy Vehicles accumulating four (4) citations within an academic year may receive a Tow Warning. Vehicles accumulating five (5) or more citations may be towed without further notice, regardless of whether previous citations have been paid.

3.3 Tow Dispatch Fees If a tow truck has been dispatched and the vehicle owner or operator arrives before the vehicle is removed, the towing company may still assess a service fee.

3.4 Disciplinary Referrals Repeated or serious violations of these regulations may result in loss of parking privileges and referral to the appropriate University disciplinary process.


Section 4: Citation Policy

Citation Philosophy Parking citations are intended to encourage compliance with University parking regulations while recognizing that occasional mistakes may occur.

  • Repeated violations may result in escalating fines.
  • Unless otherwise specified, repeated violations of the same citation type within an academic year may result in increased penalties.
  • Habitual violators may be immobilized, towed, referred for disciplinary action, and/or lose campus parking privileges.

Section 5: Appeals

5.1 Appeal Submission Parking citations may only be appealed through the JayPark Parking Portal. Appeals must be submitted within ten (10) calendar days of the citation issuance date. Appeals submitted in person, by telephone, or by email will not be considered.

5.2 Appeal Review Process All citations are presumed valid. Individuals who believe a citation was issued in error may submit an appeal.

The appellant must provide sufficient evidence demonstrating either:

  • The citation was issued in error; or
  • Significant extenuating circumstances existed beyond the appellant's control.

Appeals are reviewed by the Appeal Review Panel, which consists of employees and students who are not affiliated with Parking Services. Decisions of the Appeal Review Panel are final.

5.3 Verification of Appeal Information Information submitted in an appeal may be verified using photographs, video recordings, permit records, enforcement records, and other available documentation.

Knowingly submitting false information may result in denial of the appeal and referral to the student conduct process for potential violation of Student Conduct Standard 1.2.

5.4 Notification of Decision Appeal decisions will be communicated through email and will also be available within the appellant's JayPark account.

Parking Services will not reconsider or review decisions made by the Appeal Review Panel.

5.5 Reasons That Will Not Be Considered The appeal process is not intended for policy debates, complaints regarding parking availability, or criticism of parking operations. Appeals submitted for the following reasons will be automatically denied:

  • Frivolous, abusive, or profane appeals
  • Being late for class, work, meetings, appointments, or other obligations
  • Inability to pay the citation amount
  • Lack of available parking
  • Other vehicles were parked improperly and not cited
  • The violation occurred for only a brief period of time
  • Similar conduct was not cited previously
  • Failure to properly display or register a permit
  • Failure to purchase a valid permit
  • Lack of knowledge of parking rules and regulations
  • Reliance on outdated maps or parking information
  • Lack of access to a printer

Section 6: Electric Vehicle (EV) Charging Stalls

6.1 Authorization to Charge Electric vehicles must possess a valid garage parking permit to utilize EV charging stations on University property. University-owned vehicles have priority access.

6.2 Use of EV Charging Stalls EV charging stalls are reserved exclusively for electric vehicles actively charging.

Non-electric vehicles may not park in EV charging stalls.

Suspected violations should be reported to Parking Services at 402-280-5225.

6.3 Time Limits and Charging Etiquette Vehicles may occupy an EV charging stall for a maximum of four (4) hours.

Upon completion of charging, the vehicle must be relocated to allow access for other users.

Vehicles remaining in a charging stall after charging is complete may be cited.

Users are responsible for safely managing charging equipment and cables to prevent injury, property damage, or tripping hazards.

6.4 Approved Charging Methods Electric vehicles may only be charged using designated EV charging stations. The use of standard 110-volt outlets for vehicle charging is prohibited.

6.5 Changes to EV Regulations EV charging regulations may be modified at any time to meet operational needs.

6.6 Public Charging Stations Public charging stations located near 17th Street and Cass Street are not owned, operated, or managed by the University.


Section 7: Other Considerations

7.1 Pedestrian Malls University malls are designated pedestrian zones. Vehicular access is restricted to authorized service, maintenance, emergency, and other approved vehicles.

7.2 Vehicle Liability Creighton University assumes no responsibility or liability for theft of, damage to, or loss of any vehicle or its contents while on University property.

7.3 Unattended Children Leaving a child unattended in a vehicle on University property is strictly prohibited. Violations may be reported to the Omaha Police Department.

7.4 Unattended Animals Animals may not be left unattended in a vehicle in a manner that creates a risk to their health, safety, or welfare.

Public Safety may take any action deemed necessary to protect an animal when conditions appear unsafe, including contacting animal welfare authorities or emergency responders.
